Defining and protecting Craft Cannabis in Washington State

The Endorsement Model

Though the Craft Cannabis Endorsement will be a first-in-the-nation approach to direct to consumer sales, groups in California, Oregon, Massachusetts, Michigan, New York, Hawaii, Maine, Vermont and more are in talks to introduce similar measures to define and protect Craft-scaled growers in the coming months.


HB1855 introduces the endorsement mechanism to cannabis licenses for the first time, and sets the stage for continued application of that tool into other moments in the cannabis supply chain, such as:

+ Social consumption licenses for existing businesses
+ Permits for licensed cannabis businesses at special events such as concerts and festivals, and
+ Expanding the Craft Cannabis concept into our existing Processing and Retail licensees

In the years to come, we'll need to expand and diversify what our industry looks like and this approach will allow small and nuanced solutions to be introduced to keep regulations and industry able to respond to the coming changes.


While all other adult use states allow for vertically integrated firms, no other state has a mechanism for on-site direct to consumer sales for Craft Producers.

This endorsement will build on our uniqueness and diversity as an industry in Washington and ensure that the variety and quality of brands in our state continues into the future.
